The economic justification study (SGO) is created according to the prescribed legal form and generally follows the official Template for drafting the SGO, which is an integral part of the bidding documentation.
The purpose of the study is to provide a clear, data-based picture of the concession’s profitability: it is a mandatory part of the documentation for the concession tender and represents the basis for evaluating submitted requests by the concession grantor. Therefore, it must satisfy all prescribed content and methodological requirements and clearly show economic sustainability and profitability for the future concessionaire.
At the same time, the SGO also serves the concessionaire themselves: through projections of revenues and costs, investment dynamics (CAPEX), operational business (OPEX), and cash flows, the study helps determine how much of a concession fee can be realistically offered and whether the invested capital can be returned from the business of the concession subject and all obligations serviced regularly. The result is a transparent, defensible basis for decision-making – both for the concession grantor and for the bidder.
