We create an economic justification study, i.e., an analysis of the justification for granting a concession, as prescribed documentation that is a legal prerequisite before publishing the tender. As part of the drafting, we precisely define the conditions under which the concession is economically justified, including the calculation of the concession fee amount and other conditions ensuring sustainability for the grantor and the concessionaire.
This achieves a transparent and defensible decision, optimally set tender conditions, and lower risk for the budget and the project itself. The content of the analysis/study is prescribed and differs depending on whether it is a concession of lower or higher estimated value. In both cases, we provide a complete overview and calculations covering the perspective of the concession grantor, the potential concessionaire, and competent public bodies, so that the decision is based on data and aligned with regulatory requirements.
